Can Shift Assignments loaded via ScheduleRequest.dat be created as Published Shifts?

Summary:

Is it possible to leverage the HCM Data Loader ScheduleRequest.dat to load shift assignments as published and not have to publish week-by-week from the My Client Groups, Show More, Planned Schedule page when using worker legacy schedules, not Advanced Workforce Scheduling?

I see that the HDL template for ScheduleEvent has a Publish attribute (Y/N) but related documentation is unclear as to whether or not the Publish action needs to be taken after the Process Imported Shifts is run to take data from the HDL stage tables to schedule stage tables.
