EDM Clone bug?

We are unable to consistently clone EDM due to errors.

I have had an open SR for 3 months now due to EDM clone issues with literally no updates from Oracle so I'm hoping someone from this great community can help. For the first few months we were getting errors regarding being unable to disable database constraints, but that is very rarely happening anymore. Now though, we are getting a new error that is leaving us with a reset environment:


14000: Error reported from Enterprise Data Management.
/Security/Data Grants - Cannot import artifact. Cannot refresh EDMCS cache using REST. HTTP Status: 500
