Time and labor

Summary: Requirement : We have a custom role when assigned to person can see all employees time card and book on behalf we want this to restricted by department or manager

Setup : We have defined task in "Manage Person Security Profiles" with Manager hierarchy under hierarchy content field . Not show how to tag this to in custom role , can anybody confirm ?
