Instance Disabled - Unable to reduce Ampere A1 shape to new Always Free limits

Hello Oracle Support Team,

My Always Free Ampere A1 instance was disabled today due to the new limit changes (it was on 4 OCPUs), giving me no grace period to adjust the resources.

I am trying to reduce the shape to 2 OCPUs and 12 GB RAM right now to comply with the new limits, but I get an API error because the instance is disabled and will not accept action requests.

Could you please temporarily re-enable my instance so I can immediately resize it to comply? I do not want to terminate it and risk losing my data or facing out of capacity issues.
