Need a query that identifies run results or balances where taxes are not being withheld

Need a query that identifies run results or balances where taxes are not being withheld, even though tax withholding is configured on the Calculation Card.

There are several regional taxes set up on employees' Calculation Cards, but taxes are not being withheld for some of them. In many cases, this is expected because withholding is not required for those jurisdictions.

I have already developed a query for specific city taxes where I know withholding is required. If taxes are not withheld for those cities, the affected employees are returned by my current query. However, I would like to expand the query beyond those specific city taxes and identify similar situations across all regional jurisdictions.
