Any ideas to calculate FSC by Fuel consumption ?

We have a requirement for a specific carrier to calculate FSC based on the gallons consumed.

Following is an example of how they would like it calculated:

So like they have a base rate of say $16.22/ Ton. based on say Fuel base $1.25

The gallons consumed is a fixed for this Origin-destination pair (for example) : 39.56 gallons

The actual cost (which varies every week or so as the fuel index ) say is $3.00. This is the only thing that changes every week or so.

They want us to calculate an FSC of $69.23 (which is $1.75 * 39.56 gallons) for the trip.
