Need approval workflow in WMS for adjustment / cc / issue

Summary:

Business wants to trigger an approval workflow before submitting any adjustment / cc / issue etc in WMS. They want it to be reviewed and only than it gets submitted in the system.

How to achieve this in wms , we can create custom workflow to restrict info from going to fusion but impact has already happened in wms.
