Discretionary disbursement balance is not aligned with the accrual balance on date

It there a way to align the Discretionary disbursement balance with the actual balance?

Content (please ensure you mask any confidential information):

Currently we use the 'GET_PLAN_BALANCE' function for Discretionary disbursement but is does not reflect the actual balance.

This causing a problem where employees not be able to disburse the earned balance. Considering the 'Union' involvement it is a serious issue with no workaround using Discretionary disbursement functionality.
