Does Supply Planning support End item substitution

Summary:

We are looking for a scenario where, in a constrained supply plan, an End item FG1 is to be substituted with End item FG2 when there is not enough quantity for FG1. We have tried using the Item relationship setup, this works for Substituting components but not for substituting the FG itself. Is there a way to achieve this ?
