narrative reporting shows overlapping embedded content for certain users

So I create a report package, embed various reports - all good. But certain embedded report tables appear overlapping for certain users in Word, where when I view them there are definite multiple carriage returns between the embedded content - all changes are checked in - also word.

I have tried deleting the content, re-embedding, ensuring multiple carriage return separate them but where I see
