Burden Cost Accounting Issue

I'm facing an issue with a transaction, where the Raw Cost is $0 and the Burden Cost is $4. When I try to view the accounting, Oracle displays "XLA-870812: You must account the distribution before viewing the journal entry." Also, when I search for the transaction directly from Project Costs, it initially shows "This journal entry doesn't have any accounting lines." What's confusing is that I have another transaction with Raw Cost = $0 and Burden Cost = $5, using the same transaction source, expenditure type, and organization, and that transaction is accounted successfully.
