Access to visual builder application created by another user

Summary:

Hello Team,

There is one VBCS application created by another user who has left the organization, he thought that he had provided me access to that application but that is not the case. Is it possible to get access to that application so that I can export and import this in another instance.

Can this be done by providing any privilges to my user or via IDCS or OCI Console. Thank you in advance
