Business use case for creating Sales Orders from Transfer Orders

Summary:

We are having external 3PL application. We have two options to interface outbound shipment details to 3PL.

1. Create Transfer Order and send shipment details to 3PL.
2. Create Transfer Order, Sales Order is created automatically by setting up enrichment rules and then send shipment details to 3PL.

We may have scenario of partial shipments. What can be the business use case of routing the Transfer Orders via OM?
