effective dates in accrual fast ofrmula

Summary:

While running "Calculate Accruals and Balances" there is a effective date parameter. I need to get this value in the Fast Formula "Global Absence Accrual Matrix Formula".

I tried using GET_CONTEXT(EFFECTIVE_DATE,'4712/12/31 00:00:00'(date)), but it returns the accrual period end date, which in this case is the last day of the plan year since it is a front-loaded, annual plan.

Is there any way to get the effective date parameter value of calculate accruals and balances process in the Global Absence Accrual Matrix Formula?

I am trying to use logic in the fast formula to not recognize future changes until they happen, but I can't figure out how to identify the effective date (which will usually be today's date, but not always).
