Shipset orders will ship short if by Manifest

Summary:

In my scenario a Shipset order is waved complete, but then picked short (due to whatever reason), I'd expect that you cannot complete the shipment. If I complete this execution via OB Load, I get the desired result in which the Order Type does "not" allow multiple shipments of a single order, and it will not allow to post the shipment.

If I complete the same exercise via Small Parcel Manifest, it will let the execution of the Close Manifest to happen, which is now what we would want. Is this a miss for shipset execution, or possible a setup issue from our side?
