Restrict Work Order Cancellation After Partial Completion

We have a business requirement to prevent users from cancelling a Work Order once any quantity has been partially completed.

For example, if the Work Order quantity is 100 and 20 quantities have already been completed, the system should not allow the user to cancel the Work Order.

We would like to know whether Oracle Fusion provides any standard functionality, configuration, privilege, or validation to restrict Work Order cancellation after partial completion.
