In Hire action can we create VBCS rule to set a section as required based on Loggedin User Country?

Summary:

Client would like to set certain sections as required or automatically included in the Hire an Employee action flow when user opens the action. This is so that the section will no longer appear in the Info to Include.

Currently if we set the rule based on Employee being Hired country, the section will appear in Info to Include as optional but after the When and Why and HR has entered the Legal Employer and Division of the employee, the section will appear in the flow.

This causes confusion and they would like to use User Country so display in Info to Include matches the flow.
