Always Free ARM A1 instance remains disabled after quota enforcement - HTTP 409 IncorrectState

Hello Oracle team,

My OCI Always Free ARM A1 instance ARM-65922 remains disabled after Always Free quota enforcement.

Timeline:

  • I received the OCI Always Free update notification on Aug 5, 2026.
  • The excess ARM A1 instance was terminated on Aug 19, 2026 03:13 UTC.
  • The tenancy is now within the Always Free limit:
    VM.Standard.A1.Flex - 2 OCPU / 12 GB RAM

However, the remaining instance is still disabled at OCI Compute backend level.

Instance: ARM-65922

Region: ap-osaka-1

Current lifecycle state: STOPPED

Start request through OCI CLI returns:

HTTP 409 IncorrectState

Error:
"Instance is disabled and will not accept any action requests."

The instance is not unreachable. This appears to be a stale disabled backend state after quota enforcement.
