Chuncheon has no Free Tier A1 capacity — disabled instance cannot be resized or recreated

Hello Oracle Team,

I would like to highlight a special issue with my Always Free Ampere A1 instance in South Korea North (Chuncheon), ap-chuncheon-1.

Instance OCID:

My existing VM.Standard.A1.Flex instance is configured with 4 OCPUs and 24 GB RAM and has now been disabled after the Always Free entitlement change.

I understand that disabled instances cannot be resized while they remain disabled. I also saw Oracle’s response to another user suggesting that, because a boot volume backup is available, the user should create a replacement
