Always Free ARM Instance Disabled - API Error Block after Resource Limit Update (Frankfurt)

Hello Oracle Team,

I would like to highlight an issue with my Always Free Ampere A1 instance in Germany Central (Frankfurt), eu-frankfurt-1.

My existing VM.Standard.A1.Flex instance (named "Inst") was configured with 4 OCPUs and 24 GB RAM and has now been disabled after the Always Free entitlement change.

I understand that disabled instances cannot be resized via the console while they remain disabled. The OCI Console does not provide me with a usable self-service resize path and rejects requests with an API/IncorrectState error.
