Always Free Ampere A1 instance cannot be started

My Always Free VM.Standard.A1.Flex instance in eu-frankfurt-1 has been administratively disabled.

Instance OCID is available privately if required. The OCI Console shows: “Instance is disabled and will not accept any action requests. Please contact customer support to reenable.”

The affected instance uses 1 OCPU and 6 GB RAM.

My tenancy currently uses exactly:
2 Standard.A1 OCPUs out of 2
12 GB Standard.A1 memory out of 12 GB

So the tenancy is currently within the Always Free limits shown in OCI.

The instance became disabled around August 18, 2026.

I did not receive any security, abuse, or maintenance notification related to the disablement, and the instance was not upgraded from Free Tier to paid.
