Always Free A1.Flex instance disabled - cannot resize to new 2 OCPU / 12 GB limits (Frankfurt)

Hello Oracle Team,

My Always Free VM.Standard.A1.Flex instance was administratively disabled after the new Always Free A1 limits (2 OCPUs / 12 GB) were introduced. I fully accept the new limits and only want to resize the instance down to 2 OCPUs / 12 GB to comply.

However, the instance does not accept ANY action requests. Every operation (resize via console Edit, API update, even rename) fails with: "Instance ... is disabled and will not accept any action requests. Please contact customer support to reenable." (code: IncorrectState)

As a Free Tier tenancy I have no way to contact support: the Support Center says "Your tenancy is not eligible for Oracle support", and technical SRs fail with "MOS validation failure. Support account does not exist".
