Unable to Recreate an Always Free A1 Instance with a Reduced 2 OCPU / 12 GB Configuration

Hello,

I need assistance with an Oracle Cloud Always Free Ampere A1 instance in the US West (Phoenix) region.

My original instance used the VM.Standard.A1.Flex shape with 4 OCPUs and 24 GB of memory. Following a recent service or account adjustment, I understand that the instance needed to be reduced to 2 OCPUs and 12 GB of memory.

The instance was stopped before I was able to make this change. While it was stopped, the Oracle Cloud Console did not allow me to edit the shape configuration and reduce it to 2 OCPUs and 12 GB.

I eventually terminated the stopped instance but retained its boot volume because it contains important system data. I am now trying to create a new instance from that existing boot volume with the following configuration:
