Two Always Free A1 instances are STOPPED and cannot be started or resized after the new limit

Hello Oracle Team,

I have two long-standing Always Free VM.Standard.A1.Flex instances in the Seoul region (ap-seoul-1).

Both instances were originally configured with 2 OCPUs / 12 GB RAM.

Around August 18, 2026, both instances became STOPPED.

I am now trying to resize both instances to 1 OCPU / 6 GB RAM each, so that the total allocation remains within the new Always Free limit of 2 OCPUs / 12 GB RAM.

However, I cannot resize or start either instance.

The OCI Console shows both instances as STOPPED. When I try to start an instance, I receive:

"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."
