Is it possible to model supply plan so it is only constrained at top level and not in lower levels?

Summary:

Is it possible to model the supply plan so it acts in 'Hybrid' fashion - therefore it is only constrained at 'top' level (i.e. production orders) and the date constraints are not cascaded to 'lower' levels in the same manufacturing plan?

For example:

Constrained at top level so Planned Make Order/Work Order's direct constraints (resource availability) are being considered by Supply Plan Optimizer/Algorithm. But pegged components supply (i.e. raw material planning/purchases) are not directly impacted by the constraint of the potentially delayed Planned Make Order/Work Order expected due date above it, therefore the component supply request dates can be 'expedited' automatically by the plan without being impeded by the delayed make order due date but instead honours the original due date/need-by-date instead?
