Sales Order update scenario for 3PL integration giving lock error while submitting revised order.

We are using 3PL integration for doing picking and shipping. Initially the sales order outbound is getting interfaced to 3PL correctly as shown below:

But when we are updating the sales order with change in quantity and trying to submit the order we are getting below error. Due to this we are not able to send revised payload to 3PL.

Note: If we reset the integration manually at the shipment level, then we are able to submit the change order. But this is not as per business requirement.
