Always Free A1 instance disabled after new limit, cannot start or resize

Hello Oracle Team,

My Always Free VM.Standard.A1.Flex instance in the Singapore region (ap-singapore-1) has been disabled following the recent Always Free compute limit reduction (2 OCPU / 12 GB).

Details:

  • Region: AP-SINGAPORE-1
  • Instance OCID: ocid1.instance.oc1.ap-singapore-1.anzwsljrjvekszqccbss3irnabxzlofljbznduj6g3nuluisfwhqjl5lpqxq
  • Approx. time of issue: around 2026-08-18, when the new Always Free limits were enforced
  • Error message when trying to start or edit the shape: "Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

I attempted to resize the instance to the new 2 OCPU / 12 GB limit myself, but since the instance is disabled, all actions (start, edit) are rejected. As a Free Tier account, I don't have access to create a technical Service Request through the console.
