Behaviors of "Mark Completed" by manager

We are on 26C.
Testing functionality of "Mark Completed" by Manager, and wondering if this is working as designed.
Below is the steps I took to test.
Login as a Manager
- Assign the course to employee A as Voluntary > Mark Complete is available.
2. Assign the course to employee B as Required > Mark Complete is available.
Login as Learning Administrator
3. Assign the course to employee C who report to the manager above as Voluntary > Mark Complete is available.
4. Assign the course to employee D who report to the manager above as Required > Mark Complete is NOT available.
Wondering if this is working as designed? If so, what's the reasoning behind not allowing Line Manager to "Mark Complete" for the courses enrolled by Learning Administrator?
