Always Free A1 instance disabled after 2 OCPU/12GB enforcement — please re-enable so I can resize

My Always Free Ampere A1 instance was administratively disabled during the recent Always Free A1 compute enforcement (new 2 OCPU / 12 GB limit).

- Current shape: VM.Standard.A1.Flex, 4 OCPU / 24 GB (this is why it was flagged as over-limit).
- The console shows the instance as "Stopped", but Start and Edit-shape both fail with:
"Instance ...ngmggzsq is disabled and will not accept any action requests. Please contact customer support to reenable."
- Instance OCID: ocid1.instance.oc1.phx.anyhqljr7x4oezacmm3svaofuwfxoo2mlcdlwfzbfa7dsmwki6f6ngmggzsq
- Region: US West (Phoenix)
- This is NOT a security/unusual-activity issue and I am NOT requesting a limit increase.
