Always Free A1 instance disabled despite compliance and active use, no SR access

Hello Oracle Team and Community Moderators,

I need help with an existing Always Free VM.Standard.A1.Flex instance in Germany Central, Frankfurt. It was administratively disabled during the August 2026 Always Free enforcement even though it had already been brought within the new allocation before the deadline and was actively used.

Current resource state:

• Region: eu-frankfurt-1
• Shape: VM.Standard.A1.Flex
• Configuration: 2 OCPUs and 12 GB memory
• State: STOPPED and administratively disabled
• START result: HTTP 409 IncorrectState, stating that the instance is disabled and that Oracle Support must re-enable it

Timeline:

• The instance had previously been stopped while I was abroad. This was a deliberate security precaution because I could not monitor an internet-accessible system or respond to a possible compromise.
