Locking Approval unit in Phased submission and Reviewer approval actions.

Summary:

HI Everyone we are facing the below problems while approving and locking an entity when Phased submission is enabled.

configurations enabled are
1. We have given security in Future 1 dimension. Some users are having access only to BU users Future1 member and some with access to all future 1 members .
2. We have configured validation form with do not promote option. [ Future 1 in page axis with BU users and Group users as toggle for member selection ]

Query on locking the entity:

As we have enabled do not promote feature in form which has BU users and Group users as toggle for Future1 dimension. Now the expectation is any user having access to BU user Future1 member will not be restricted to promote entity with an error in intersection of Group users Future 1 member. But when locking entity its expected that any user should not be allowed to lock the entity without clearing validation errors at both BU users and Group users.
