Memory Interpretation Graph - DB System

Hi Team,

Does the OCI DB System "Memory Utilization" metric represent total host memory consumption including Oracle SGA, PGA, Oracle processes, OS cache, and other operating system processes, or does it exclude memory already allocated to the Oracle database (SGA/PGA)? We would like to understand whether high memory utilization can indicate OS-level memory pressure even when database memory parameters are properly configured.

Below graph taken for 7 days. How do we understand when there is a problem, can you pls detail.

We have 80GB ram and 40 GB assigned to SGA. PGA as follows:
