Always Free A1.Flex instance disabled after August 2026 limit enforcement — data recovery

My OCI Always Free VM.Standard.A1.Flex instance in eu-frankfurt-1 is displayed as Stopped, but it is administratively disabled and rejects all actions.

The instance was configured with 4 OCPUs and 24 GB memory. I received Oracle’s email stating that, beginning August 18, 2026, Always Free limits are 2 Ampere A1 OCPUs and 12 GB memory, and Compute instances exceeding that entitlement would be automatically terminated.

When I attempt to start the instance, the OCI Console reports:

"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

My preferred outcome is for Oracle to re-enable it so I can resize the instance to a compliant configuration of 2 OCPUs and 12 GB RAM.
