Always Free A1.Flex instance disabled after resource limit reduction — need re-enable to resize

Hello,

My Always Free VM.Standard.A1.Flex instance was stopped and is now showing as disabled following the recent reduction of the Always Free Ampere A1 allocation (from 4 OCPU/24GB to 2 OCPU/12GB). I did not reduce the resource allocation before the enforcement deadline, and the instance is now stuck in a Stopped state.

When I try to start or edit the instance, I get:
Instance [OCID] is disabled and will not accept any action requests. Please contact customer support to reenable.
