Free Tier compliant — help recreate A1 from preserved boot volume in eu-frankfurt-1

Hello Oracle Cloud team,

My Always Free VM.Standard.A1.Flex instance in eu-frankfurt-1 was administratively disabled on August 19, 2026 after the Always Free allocation changed to 2 OCPUs and 12 GB of memory. I acknowledge that the old instance was configured at 4 OCPUs / 24 GB and therefore exceeded the updated entitlement at that time.

During recovery, the disabled instance object was terminated while explicitly preserving its boot volume. The preserved 200 GB boot volume is safe, AVAILABLE, and located in EU-FRANKFURT-1-AD-1. My tenancy now has no active or stopped Compute instances: current A1 usage is 0 of 2 OCPUs and 0 of 12 GB. The retained volume is within the documented 200 GB Always Free Block Volume allowance.
