Need by Override not respected in Production scheduling

Summary:

While trying to schedule WOs in PS, we have updated the Need by Override date of the WOs expecting PS to place the WOs accordingly on that date after SOLVE action. However, after the SOLVE, all WOs are scheduled for the beginning of the schedule Horizon.

According to our schedule options, scheduling bucket = 1, which means the WO should be placed exactly on the date that is provided in the "Need by Override" column. Also, the Prebuild Maximum in Days = 0 yet PS is scheduling the WOs prior the Need by Override date irrespective of its Need by date.

What could be the issue? Is this a bug?
