This issue results in the business needing to run invoicing multiple times (3x) for correct billing.

1. Expenditures added to a project, resulting in exceeding the contract hard limit, these will not bill or only partially bill, up to the hard limit
2. Credits are processed and total amount billed is reduced
3. Billing is run again to re-process the original transactions, these will now bill (again, only up to the hard limit)
