Absence Balance Reinstatement Limit Options

For rehired employees, company policy limits absence balance reinstatements to the same calendar year. The absence plan configuration option for Time Frame Limit on reinstatement uses a static UOM. Is there any option to use a formula to restrict plan balances from being reinstated if the re-enrollment date is not in the same calendar year?
