Always Free A1 instance disabled — unable to resize to 2 OCPUs / 12 GB

Hello Oracle Team,

My existing Always Free VM.Standard.A1.Flex instance in the US Midwest (Chicago) region was administratively disabled after the new Always Free Ampere A1 limits were enforced.

Current instance configuration:

  • Region: us-chicago-1
  • Shape: VM.Standard.A1.Flex
  • Current OCPUs: 4
  • Current memory: 24 GB
  • Desired configuration: 2 OCPUs / 12 GB

When I try to start, reboot, or resize the instance, OCI returns:

"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."

I understand the new Always Free limit and I am ready to resize this existing instance immediately to 2 OCPUs and 12 GB.

However, the disabled state prevents the exact action required to comply with the new limit.
