Always Free A1 disabled in eu-frankfurt-1 - cannot resize to comply, requesting re-enable

Hi,

My VM.Standard.A1.Flex instance in eu-frankfurt-1 (Germany Central) was stopped without warning and is now administratively disabled. Every action request returns:

"Instance ocid1.instance.oc1.eu-frankfurt-1.anthe**********jo5aq2a is disabled and will not accept any action requests. Please contact customer support to reenable."

The instance was provisioned on April 21, 2023 at 4 OCPU / 24 GB, which was the documented Always Free Ampere A1 entitlement at that time. It has run continuously and compliantly since then. I received no email and no in-console notice before it was disabled.

I accept the updated 2 OCPU / 12 GB limit and I tried to comply on my own. In the Edit instance panel the shape table correctly shows "4 (2 max)" and "24 (12 max)", so the Console clearly knows the new limit. I set the values to 2 OCPU / 12 GB and clicked Save changes, and the API returned the same error: the instance is disabled and will not accept the resize either.
