Ampere A1 Always Free instance cannot reshape to comply

My Always Free VM.Standard.A1.Flex instance was disabled following the new Always Free A1 limits.

The instance currently shows as “Stopped”, but when I try to change the shape and save, OCI says: “Instance is disabled and will not accept any action requests. Please contact customer support to reenable.”

The instance has 3 OCPUs and I want to reduce it to 2 OCPUs and 12 GB RAM. I want to resize the existing instance, not recreate it from the boot volume, and preserve my existing data.

The instance is in EU-Marseille. Could Oracle please re-enable the instance so I can resize it to the new Always Free limits
