Always Free A1 instance disabled after new 2 OCPU / 12 GB limits - request re-enable to resize

Hello,
My Always Free Ampere A1 instance was administratively disabled after the updated Always Free compute limits took effect. When I try to start it, or to edit its shape, the Console returns:
"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."
The instance has been unreachable since approximately August 18, 2026
Because the instance is disabled, I cannot resize it myself - the Edit shape action is rejected with the same error. I received no prior notification that the Always Free A1 allocation had changed from 4 OCPU / 24 GB to 2 OCPU / 12 GB.
