How can we archive comments posted on report package; rename the version history of doclets in NR ?

Summary:

We have a client requirement to archive comments on the report package while publishing and ability to rename version history of doclets as well as option to put comments by each doclet version

Client needs to preserve the version history of each doclet, put comments against each doclet version and publish it by renaming each version as "Final", "Reviewed" and "Published".

Additionally, they need to preserve the comments posted in each version of the report package for flux analysis i.e. while publishing the package for the next month/quarter, the comments posted in previous month/quarter, who posted it etc. is visible on publishing.
