Movement request grouping behaviour

Summary:

HI Experts,

We are using oracle manufacturing along with wsm , how the movement request will be grouped as per the oracle , here client requirement is they need one MR for all the work orders which falls under one proje and task, we found some work order are missing in the MR, Eg: out of 10 work order from same project and task after MR is generated 9 work order only exist, 1 work order is missing. what is oracle behaviour?
