Pending Worker - How to set warning message banner under a specific section

Summary:

I'm trying to control where a validation/warning message appears on the "Edit Pending Worker" page.

If I create the validation without a target field, the message shows as a banner at the top, but it applies to all pages/sections.
If I add a target field, the message now shows correctly on the specific page/section I want but it displays as a small inline text under that field, not as a banner.

What I want:
I'd like the message to show as a banner, but only on the "Citizenship Info" section of the Edit Pending Worker page not on every page.
