Base New Salary in Compensation Plan for employees on grade ladder not changing

in Human Capital Management

Hello,

I have a wfc compensation plan which has employees tied to a grade ladder. In the comp plan I'm attempting to give them a flat % increase. The calcs are happening but the Base New Salary is not changing. What is causing this? If I'm able to change the compensation manually for these employees on the Comp Info page, why would it not work via the Comp Plan?

I have a similar comp plan which has employees that are not part of any grade ladder and the Base New Salary is reflecting the flat % increase.

The Grade Ladder is setup as follows:
