Validation of Learning Initiative Records After Rehire and Missing In-Progress/Not Started Learning

We have a scenario related to Learning Initiatives and employee rehire processing and would appreciate your guidance.
Test Scenario Performed
In our lower environment, we performed the following steps:
- Hired an employee.
- Assigned multiple Learning Initiative courses.
- Completed some learning assignments while leaving others in In Progress and Not Started statuses.
- Terminated the employee.
- Rehired the same employee.
- Ran the Process Learning Records process.
Observed Behaviour
After the rehire and processing of learning records:
- Learning assignments that were previously Completed are visible for the employee and continue to show as completed.
- However, learning assignments that were previously in
