Always Free A1 instance disabled – request backend resize from 4 OCPU / 24 GB to 2 OCPU / 12 GB

My Always Free VM.Standard.A1.Flex instance in sa-bogota-1 was administratively disabled.

Current configuration: 4 OCPUs / 24 GB RAM
Requested configuration: 2 OCPUs / 12 GB RAM
Current console state: Stopped

When I try to start the instance, OCI returns:

Instance is disabled and will not accept any action requests. Please contact customer support to reenable.

My preferred resolution is for Oracle to directly resize this existing instance from 4 OCPUs / 24 GB RAM to 2 OCPUs / 12 GB RAM and re-enable it.

I explicitly authorize the reduction of this existing VM.Standard.A1.Flex instance to the current Always Free limits.

I do not want the instance terminated or recreated, because Ampere A1 capacity is currently very limited in this region and I may not be able to provision a replacement.
