Summary :- Unable to skip resending the Bursting Notifications to HR/Team for Positions whose incumbent is Zero , and notification was already sent in previous bursting run. [Position Table last updated date doesn't get updated when a Position's incumbent becomes 0 , None]

I have a bursting report which sends the email notifications to HR / HR Team , of all the Positions whose incumbent is Zero (0) , but client wants to run this bursting notification once in every 5 minutes but catch is how to exclude the Positions which were already picked in previous run (before 5 minutes) ?
