Order Release Propagate Changes is not happing when we get an order update from ERP

Summary:

We have Order Mod Pre persist agent and we are using ORDER RELEASE - MOD - EDIT SHIPMENT. in some scenario where quantity changes comes from ERP , OTM is by passing the ORDER RELEASE - MOD - EDIT SHIPMENT logic and hence the qty changes are only applied to order line and not at the order release ship unit level also no changes to Shipment as well. We are using Auto Calc and only getting order release lines in the xml. What is the best way to propagate the changes at the order release ship unit and to the
